Saint Augustine鈥檚 University ( 探花精选) was recently named among four of the ten HBCUs in North Carolina to make The Big Payback鈥檚 Top Honors list. The university received the recognition just weeks afterhosting a conversation and student-led debatearound reparations for Black Americans inspired by the PBS documentary 鈥淭he Big Payback,鈥 co-directed by Erika Alexander and Whitney Dow, on March 21st.

鈥淚 wish to thank Dr. Evans, along with the faculty and students in the Arts & Communications Department, for lending their creative talents and voice to the topic of Reparations. The Big Payback Tour models the community engagement necessary to develop our students into leaders prepared to provide solutions in today鈥檚 world,鈥 said 探花精选 President Dr. Christine Johnson McPhail. 鈥淔urthermore, receiving this honor elevates all HBCUs鈥 significant role in the social justice conversation.鈥

The Big Payback Top Honors list also includes a cash award to four of the ten HBCUs in North Carolina that stood out during the tour. In addition, 探花精选 received a cash award of $1,500 to use in any area the university sees fit.

鈥 探花精选 is very proud and honored to be a recipient of The Big Payback Honors. We loved the Big Payback experience,鈥 said 探花精选 chair of the Department of Arts and Communications, Dr. Kaye Celeste Evans, who also served as the advisor of the performative debate team. 鈥淲e will end our semester with a Big Payback exhibit in our Art Gallery. Our goal is to continue the conversation and work towards community action.鈥

探花精选 students from various majors, primarily from the Arts and Communications Department (Film, Music, Theatre, Visual Arts, and Media Communications), presented the performative debate. The production combined visual and performing arts elements, depicting the pros and cons of reparations while interweaving the history of Blacks in the United States. In addition, the 探花精选 Reader鈥檚 Theatre Troupe performed while images that relate to reparations and the Black experience were in the background.

Dr. Patrick Webb, Professor of Criminal Justice

As of June 21, 2021, Dr. Patrick Webb received notification from the Journal of Ethnicity in Criminal Justice that his recently submitted manuscript is currently published.

The submission, entitled Officer observations and disproportionate minority youth arrest: Origins, outcomes, and opportunities, examines nearly 100 surveys for the purpose of identifying the opinions of law enforcement personnel in association with official data provided by the UCR (Uniform Crime Reports) between 2000-2014. Chi-square results reveal that race (as well as other characteristics) are significantly linked with opinions related to disproportionate minority youth arrest. In particular, this study includes reported explanations, impact, and solutions (i.e., nonarrest measures, etc.). Areas of further inquiry, limitations, and policy implications are provided.

Patrick Webb, Ph.D., Associate Professor of Criminal Justice at Saint Augustine’s University.

Co-author of the publication includes:

Dennis Harvard, Ph.D., Assistant Professor of Criminal Justice at Saginaw Valley State University.

To combat implicit and intentional bias practices within the criminal justice system, Governor Roy Cooper signed into effect Executive Order No. 145. The Executive Order established the North Carolina Joint Task Force for Racial Equity in Criminal Justice, and provided directives for Cabinet Law Enforcement Agencies. Pursuant to Executive Order No. 145, the Secretary of the North Carolina Department of Public Safety directed the agency to establish paid internship programs. The internship programs place a special emphasis on Historically Black Colleges and Universities, with the desire to recruit a workforce reflective of the entire community. Students in the internship program will rotate through six public safety agencies to prepare them for future careers. Those agencies are Alcohol Law Enforcement, Community Corrections, Emergency Management, State Bureau of Investigation, State Capitol Police, and the North Carolina State Highway Patrol. Three criminal justice majors at Saint Augustine鈥檚 University were accepted into the program. Those students are Kevin S. Brown, Nia Cornegy, and Nikya Yates.

1. Mr. Kevin S. Brown is a senior majoring in Criminal Justice and Biology. He is from Baltimore, Maryland where he was an officer with the Baltimore Police Department for seven years. In 2017, Kevin completed an internship with the Federal Bureau of Investigation鈥檚 Baltimore field office. He is currently the vice president of Alpha Phi Sigma, the National Criminal Justice Honor Society (Zeta Theta Chapter).

2. Ms. Nia Cornegy is a senior majoring in Criminal Justice. She is from Queens, New York and plans to become a forensic psychologist. She is a Peer Mentor and member of the Women鈥檚 Volleyball Team at Saint Augustine鈥檚 University.

3. Nikya Yates is a junior majoring in Criminal Justice. She is from Raleigh, North Carolina and aspires to become a defense attorney, a prosecutor, or a sworn agent with the North Carolina State Bureau of Investigation.

On July 23, 2020, Dr. Webb participated in a roundtable discussion with criminal justice professionals from across the United States. The discussion was based upon the results of data collected and identified in a report based on a research initiative launched in 2017 when the Center for Advancing Opportunity (CAO) was created through a partnership between Thurgood Marshall College Fund (TMCF), the Charles Koch Foundation and Koch Industries, in collaboration with Gallup, to give voice to members of 鈥渇ragile communities鈥 across the country.

The goal is to help fulfill CAO鈥檚 mission of moving people living in fragile communities from promise to prosperity through supporting research. CAO addresses that mission through three pillars of focus: ensuring all students have access to quality education, identifying barriers to entrepreneurship and job growth and supporting research to better understand and solve challenges within the criminal justice system. CAO supports three research centers at Historically Black Colleges and Universities (HBCUs) that disproportionately enroll low-income, first-generation and academically underserved college students, many of whom come from fragile communities in the United States. The CAO-supported Centers are: 1) The Center for the Study of Economic Mobility at Winston Salem State University, 2) The Center for Justice Research at Texas Southern University and 3) The Center for Educational Opportunity at Albany State University.

CAO defines fragile communities in America as those characterized by high proportions of residents struggling in their daily lives and possessing limited opportunities for social mobility. This definition is tied to the literature on concentrated poverty and disadvantage dating back to the mid-1980s. Although people are not born fragile, too many are born into situations that make it difficult to overcome adversity and build better lives for themselves and their families. The Gallup research on which this report is based allows people living in such circumstances to identify barriers and offer solutions; as such, the report is important to stakeholders who are interested in an opportunity agenda.

Findings in the current report are based on the third representative survey of 6,941 residents in fragile communities in 47 states and the District of Columbia between November 6, 2019 and January 7, 2020. The results can also serve as a baseline against which to assess the impact of events in the first half of 2020, most notably the effects of: 1) the COVID-19 crisis on residents鈥 perception of their health and economic status, and 2) the deaths of unarmed Black men and women at the hands of police, most notably the killing of George Floyd by a white police officer, as well as subsequent demonstrations, may have had on the residents鈥 confidence in and perceptions of the U.S. criminal justice system.

On Friday, May 1, 2020, Assistant Professor Rosalynde M. Fenner, fulfilled the requirements for the degree, as a Doctor of Education in Organizational Leadership with an Emphasis in Organizational Development from Grand Canyon University, in Phoenix, Arizona. Professor Fenner鈥檚 dissertation manuscript titled,听“Female Leaders in Law Enforcement and the Dyadic Relationship with Subordinates,”听was approved on April 28, 2020. This qualitative multiple-case study provided an in-depth exploration of the phenomenon investigating real-life experiences of female leaders, the units of analysis, and observing two case units of two neighboring law enforcement agencies.

Two research questions guided the data collection to answer how female leaders in law enforcement perceive their decision-making and job performance is influenced by the dyadic relationship with subordinates. Two theoretical foundations guided the study: the leader-member exchange theory (LMX) and the social role theory. A purposive sampling technique was used to recruit 10 participants from two agencies in North Carolina. Dr. Fenner collected data from self-administered questionnaires, semi-structured face-to-face interviews, and documents to answer the research questions. Data were analyzed using descriptive statistics and the thematic analysis approach. Four themes emerged: (1) decision-making is influenced by high-quality LMX relationships between the female leader in law enforcement and her subordinates; (2) female leaders in law enforcement perceive their decisions are influenced by their subordinates in their in-group; (3) the quality of the LMX relationship between female leaders in law enforcement and how their subordinates influenced their leader鈥檚 job performance, and (4) female leaders in law enforcement perceive their job performance is influenced by their subordinates in their in-group and out-group, in helpful and harmful ways.

The findings were consistent with the LMX and social role theories and are relevant for law enforcement practitioners and female leaders in a male-dominated profession. This study aligned with prior research and the theoretical framework that suggests a high-quality exchange in the leader-member dynamic is a critical component in establishing a successful LMX relationship. There is a link between successful female leaders in law enforcement and the dyadic relationships they develop over time with their subordinates, which have an influence on the female leader鈥檚 decision-making, which can also influence the leader鈥檚 job performance.

Based on the results and findings, there are five recommendations for future practice in law enforcement and perhaps other occupations or fields where women work in male-dominated professions; 1) that individual female leaders in law enforcement or other male-dominated professions develop a high-quality LMX relationship with their subordinates, 2) that female leaders who supervise subordinates in the out-group develop strategies to navigate through any negative behavior from a low-quality LMX relationship with a subordinate that might influence their decision-making and job performance, 3) that organizational leaders consider nondiscriminatory practices in job assignments and promotions for female officers, and 4) that organizations add a leadership training module for new supervisors that include sessions on LMX and building relationships with subordinates through the use of tangible and intangible resources to gain trust and compliance, and 5) that female leaders in law enforcement establish frequent contact and communication to build trust with their subordinates. The findings suggest that female leaders in law enforcement perceive that their subordinates with whom they have developed a high-quality LMX relationship influence their decision-making and job performance.

Dr. Fenner is a retired Supervisory Special Agent with the U.S. Drug Enforcement Administration and current National Parliamentarian for the National Organization of Black Law Enforcement Executives (NOBLE). Dr. Fenner earned her master鈥檚 degree in Criminal Justice with a specialization in Criminal Law and Procedure from John Jay College of Criminal Justice, City University of New York, in New York, New York, and is a proud graduate of Saint Augustine鈥檚 University; Class of 1985.

Saint Augustine鈥檚 University Associate Professors Dr. Elizabeth Fournier, Ph.D. and Dr. Darnell J. Bethel, Ed.D. served as members of a three-member expert panel to review and validate the semi-structured interview questions.

The students in Dr. Joyce Russell’s English 132 class studied sonnets during the month of April, which was National Poetry Month. Among the sonnets the students studied was Shakespeare鈥檚 Sonnet 130. The students were quick to observe that Sonnet 130 was an antithesis to the conventions of the Petrarchan ideals of beauty. Shakespeare鈥檚 addressee is a dark woman with 鈥渂lack wires growing out of her head.鈥 When the students were asked to write their own sonnets, they were permitted to select either the traditional theme of love or a nontraditional theme.

The response to the assignment was very positive. Some of the sonnets were filled with great emotion and were of a very personal nature. Some of those poets requested that their poems not be published, but they were indeed worthy of publication. To those students, Dr. Russell, a renowned published author from the English Program of the Department of Humanities, sends a heartfelt thank you. Scholar Sinanzwayinkosi Ndhlovu and Scholar Taylor Kerr consented to have their sonnets published here, and Dr. Russell and Dr. Wanda B. Coneal, Dean of the School of Humanities, Education, Social and Behavioral Sciences, applaud and appreciate their creative insights. As Ms. Kerr said about her poem, 鈥淧ublish it to the world!鈥

A bit about the student authors:

“My name is Sinanzwayinkosi Ndhlovu. I鈥檓 originally from Bulawayo Zimbabwe in Africa. I鈥檓 a rising sophomore Engineering Major and Computer Information Systems minor with an aspiration to contribute to the Engineering world. I believe everyone deserves to express themselves. My insatiable zeal to pour out my heart and share my feelings and opinions led me to poetry. When I discovered poetry, it became my other voice; its a way of expressing myself. I decided to write my mind on the paper and glorify the beauty of life with the ink. And this piece of poetry is about me missing home.”

“My name is Taylor Kerr. I am a rising senior and currently 17 years old. I attend Wake Young Women’s Leadership Academy, an early college school that has allowed me to enroll in college courses at Saint Augustine’s University. Upon graduation next year I plan to study Criminology. I was compelled to write “Message to the World” on our current COVID crisis as it has impacted all of our everyday lives. The underlying message hopes to teach people to stay positive and connected even through a time of distress.”
